ST. CHARLES COUNTY — A St. Charles County water district says it has no connection to the political messages projected onto one of its water towers and intends to take legal action against the responsible party.
“We do not condone this. We do not permit anyone to display signs or political messages on our property,” stated Kevin Dunn, general manager of the Public Water Supply District No. 2.
The projected images appeared during early voting in the St. Louis region, including St. Charles County, which is considered a political battleground in the upcoming general election on Nov. 5.

The images featured former President Donald Trump, U.S. Senator Josh Hawley, and several other Republican candidates, while encouraging voters to oppose Amendment 3, which aims to protect reproductive health rights in the state constitution.
One image referred to Tim Walz, the Democratic vice-presidential nominee, as “Tampon Tim,” in reference to a legislation he passed in Minnesota granting menstrual products to students in public schools.
The district has received over 50 calls from concerned residents about the images on its tower near Interstate 64/Highway 40 in St. Charles County, Dunn confirmed.
The projections have been sporadically appearing for a couple of weeks, according to Dunn. When the images reappeared two nights ago, district staff contacted St. Charles County police.
Officers located an individual operating a projector across I-64 from the water tower, but did not issue any citations or confiscate the projector, as stated by Lt. Kyle Bay.
“We are currently investigating to determine if a crime was committed,” Bay explained. “We respect First Amendment rights in terms of political speech.”
However, the water supply district plans to take legal action against those responsible, Dunn confirmed.
The water supply district released a statement stating that the images were not authorized or endorsed by the organization, and steps are being taken to address this unauthorized activity and prevent it from recurring in the future.
