ST. CHARLES COUNTY — A St. Peters man is accused of illegally filming up the skirts of multiple women as they were shopping in the St. Louis area.
Anthony P. Pagano, 35, was charged Thursday with one count of invasion of privacy. Police say that a woman caught him attempting to film up her skirt while she was clothes shopping in a St. Peters’ store on Wednesday, Sept. 11. Police have not identified the store.
According to court documents, a female shopper spotted Pagano kneeling on the opposite side of the clothing rack where she was standing. She later saw a phone appear underneath the display as “if someone was attempting to photograph or record up her skirt.” The woman told police she immediately jumped and covered herself, which caused Pagano to stand up and quickly walk away.
Pagano then followed the woman and other women throughout the store while “his phone was on the entire time,” the woman told police. Investigators verified her claims by viewing the store’s security camera footage.

Pagano was arrested Thursday morning. Police say he admitted that he was at the store the previous day and admitted that he was the man seen in the store surveillance video. He consented to a search of his phone’s photo gallery, but he did not want investigators reviewing his phone’s Google Drive account.
After receiving a search warrant for those files, police found “several videos involving multiple unidentified victims” at several locations throughout the St. Louis area.
Pagano is in the St. Charles County Jai on a $5,000 cash-only bond. He has not hired an attorney, according to electronic court records.
